ADVERTISEMENT FOR BIDS

SEALED PROPOSALS will be received by the Board of Supervisors of Darlington Township, Beaver County, Pennsylvania until 3:00 P.M., prevailing time on Monday, April 9,2018at the Darlington Township Municipal Building 3590 Darlington Road, Darlington, PA and publicly opened and read aloud at 7:00 P.M. on April 9, 2018at the Municipal Building – 3590 Darlington Road, Darlington, PA for furnishing the following items:

Contract No. 18-2

1. 500  Tons of Crushed Aggregate Type 1B (#8) (Limestone)
    

2. 1,000 Tons of AASHTO #67Stone
    

3. 500  Tons of PA #2A or OH #617 Limestone
    

All bidding requirements, conditions and materials furnished shall conform to the current specifications of Penn DOT form 408 and appropriate Bulletins unless otherwise specified.  Bidders may submit proposals on any individual item or any combination of these items or on all items.

Proposal Forms, Specifications, Form of Contract and Instructions to Bidders may be viewed and obtained at the Darlington Township Municipal Office at 3590 Darlington Road, Darlington Township, Pennsylvania  16115.

All proposals shall be submitted on forms furnished by the Municipality and delivered as specified in Instructions to Bidders.  Bid and Performance Bonds with Certificate of Insurance shall be furnished as specified in Instructions to Bidders.

The Board of Supervisors reserves the right to reject any or all proposals or to accept any proposal or any part of a proposal deemed to be in the best interest of the Township.

Public notice is hereby given that the Township of Darlington will receive sealed bids at the Township Office, 3590 Darlington Road, Darlington, PA 16115 on Monday, March 12, 2018 at 3:00 PM, prevailing time, for the following Contract:

NORTH STATELINE ROAD
DRIVING SURFACE AGREGATE (DSA)

BID ITEMS

Base Bid Item: 11,150 SY DSA (Approx. 1 Mile)
 

Alternate Bid Item: 1,115 SY DSA (Approx. 0.10 Mile)

Plans and specifications are on file at the office of the Township, 3590 Darlington Road, Darlington, PA 16115.  Bids may not qualify any of the specifications.  All bids will be publicly opened and read aloud at 7:00 P.M. on March 12, 2018 at Township Office, 3590 Darlington Road, Darlington, PA 16115.

Each bid shall be accompanied by a Certified Check payable to the Township of Darlington or Bid Bond in an amount of not less than ten percent (10%) of the bid total.  All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
 

Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
 

The estimated cost for the Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.  Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
 

All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award.  Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color.
 

Darlington Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Township, and to reject any or all proposals.
